TARGETED OUTREACH PROGRAM (TOP)

Do you know a child that is exhibiting delinquent or negative behaviors ? Is your child or another child you know acting out?  Call the TOP Hotline, anytime.

The Targeted Outreach Program:

The Newport News Targeted Outreach Program (TOP) is an initiative based on the interest and needs-based targeted outeach model used by the Boys and Girls Clubs nationwide.  The goal of TOP is to provide constructive alternatives to negative or delinquent behavior for youth City-wide.

TOP is a network of community programs and organizations dedicated to providing youth with a safe haven, positive role models, and opportunities to develop skills and relationships that will enable them to become productive citizens.  TOP is a one-stop Centralized Referral Agency, to which any adult in Newport News can refer a child exhitibing negative or delinquent behaviors.

After assessment the child is referred to one of more than 40 participating agencies that have become Targeted Outreach Providers. For a listing of providers, click here.

We aim to successfully refer youth to programs where they can be involved in positive activities and peer groups in their free time in addition to developing positive relationships with caring adults.

Who Can Participate

The Targeted Outreach Program serves Newport News youth between the ages of six and seventeen.  The following is a partial list of issues addressed by the Targeted Outreach Program.   Please keep in mind that each case is assessed individually.

  • No involvement in positive social activities or role models
  • Large amounts of free time
  • Anger management issues
  • Poor grades
  • Runaway
  • Truant
  • Victim/witness to a violent crime
  • Previous suspension/expulsion
  • Does not participate in after school programs or activities
  • Exhibits signs of gang activity
